A running toilet costs the average American household $840 a year in wasted water. Not $840 if you ignore it for a decade. Per year, right now, while you’re reading this. The EPA pegs a single leaking toilet at up to 200 gallons of wasted water daily, and I’ll be honest: when I first saw that number, I didn’t believe it. Two hundred gallons felt like an exaggeration from a pamphlet trying to scare you into calling a plumber. Then I put a dye tablet in a customer’s tank in Raleigh a few years back and watched blue water seep continuously into the bowl for 45 minutes before she’d even noticed any sound. The math checked out.
Most people assume a running toilet is a slow leak. A minor annoyance. Something to deal with “this weekend” for the next four months. What surprised me, after pulling apart hundreds of these things over 20 years, is that 95% of running toilets come down to three parts that cost under $20 combined, and almost all of them are genuinely DIY-fixable in under an hour. The intimidation factor is completely out of proportion to the actual complexity here.
That said, there are a few failure modes that can fool you, and diagnosing them wrong means you’ll replace the wrong thing and still listen to that hiss at 2am. Let me walk you through what’s actually happening inside that tank.

What’s Actually Happening Inside the Tank
There are only four main players inside a toilet tank, and once you know their jobs, diagnosis is obvious.
The fill valve (sometimes called a ballcock, though that term is fading out) is the tall assembly on the left side of the tank. Its job is to refill the tank after a flush and shut off when the water hits the right level. The float is connected to it, either as a ball on an arm or as a cup that rides up and down on the fill valve itself. When the float rises to the preset level, it signals the fill valve to shut off. The flapper is the rubber seal at the bottom of the tank that drops to hold water in, then lifts when you flush. The overflow tube is the tall plastic tube in the center: if water rises too high, it drains into the bowl as a safety mechanism.
A toilet “runs” when water is continuously moving into the bowl. That happens three ways: the flapper doesn’t seal (water drains out the bottom), the fill valve doesn’t shut off (water rises until it spills over the overflow tube into the bowl), or the float is set too high and the water line sits at overflow tube level. All three sound similar. All three have different fixes.
The Dye Test (Do This First, Always)
I’ve seen homeowners replace the entire fill valve when all they needed was a $4 flapper. Before you buy anything, spend 90 seconds on this.
Drop a dye tablet (sold at hardware stores for about $1.50 for a pack of ten, or just use a few drops of regular food coloring) into the tank. Don’t flush. Wait 10-15 minutes without using the toilet, then look in the bowl.
If you see color in the bowl: the flapper is leaking. Water is silently draining through the seal at the bottom of the tank. This is the most common culprit, probably 65-70% of running toilets in my experience.
If the bowl stays clear but the toilet keeps running: the problem is in the fill valve or the float. Water is running over the overflow tube and into the bowl, which means either the float is set too high or the fill valve has failed and won’t shut off.
You can confirm the overflow tube theory by taking the tank lid off and watching. If the water level is right at the top of the overflow tube and water is trickling in, that’s your answer.
The Flapper Fix
This is the scenario I’d bet on. Flappers are made of rubber, rubber degrades, and most last somewhere between 4 and 8 years depending on your water quality and any chlorine tablets you’ve dropped in the tank (those speed up degradation considerably, by the way).
Replacement is about as complicated as changing a light bulb. Turn the shutoff valve (on the wall behind the toilet) clockwise until the water stops. Flush to empty the tank. Unhook the old flapper from the two ears on the overflow tube, disconnect the chain from the flush handle arm, and take the old flapper to the hardware store.
Here’s the detail most people miss: flappers are not all identical. There are three standard sizes (2-inch, 3-inch, and 4-inch), and buying the wrong one means it won’t seat properly and you’ll still have a leak. Korky and Fluidmaster both make universal flappers that fit most toilets, but if you’ve got a Toto, American Standard, or Kohler, matching to the brand is usually better. The Korky 2021BP runs about $6 at Home Depot and fits a huge range of toilets. The Fluidmaster 501 is comparable.
Snap the new flapper onto the ears, reconnect the chain (leave about half an inch of slack, not too tight), turn the water back on, and run the dye test again.
Scenario: A reader emailed me last spring about a guest bathroom that had been running for “maybe a year.” She’d been ignoring it. Dye test showed the flapper. Replaced it with a Korky 2021BP. Water bill dropped $67 the following month.
Fill Valve and Float Problems
If the dye test cleared the flapper, you’re dealing with the fill valve or float. These are related but distinct.
On older toilets with a ballcock and float arm, you can sometimes just bend the float arm slightly downward to lower the shutoff point, which drops the water level below the overflow tube. Takes about 30 seconds. On modern fill valves with a cup float, there’s a clip or screw adjustment on the side of the fill valve that raises or lowers the float. The goal is a water level about one inch below the top of the overflow tube.
If adjusting the float doesn’t fix it (or if the fill valve is just old and failing), replace the whole assembly. The Fluidmaster 400A is the standard recommendation and has been for decades for good reason: it’s reliable, it’s $12-14 at any hardware store, and installation takes about 20 minutes. Turn off the water, flush, use a sponge to get the remaining water out of the tank, disconnect the supply line from the bottom, unscrew the locknut, pull out the old valve, drop in the new one, reconnect everything. Fluidmaster includes a clear instruction sheet and I’ve never seen a homeowner fail to install one correctly on the first try.
The one thing to watch: when you reconnect the supply line and turn the water back on, have a towel ready. If the supply line is old braided steel and has been connected for 15+ years, this is honestly a good moment to replace it too. They run about $8-12 and the ones that fail tend to fail during or right after a repair, which feels cosmically unfair. Replace it while you’re already there.

The math is stark. A plumber visit for a $12 repair is a hard sell. I say that as someone who thinks plumbers are worth every dollar for the right problems. This is not one of those problems, for most people.
The exception: if your shutoff valve behind the toilet won’t close (or is corroded to the point where turning it feels dangerous), stop and call a plumber. A stuck shutoff valve means you’d need to turn off water to the whole house to do the repair, and a corroded valve that you force can fail completely, leaving you with an active water leak and no way to stop it. I’ve seen this go sideways. A plumber can swap the shutoff valve for around $75-125 and then do the toilet repair in the same visit.
When to Stop and Call Someone
Three situations where I’d pick up the phone instead of the wrench:
Cracks in the porcelain. Inside the tank, run your hand around the edges. Hairline cracks can weep, and a tank that’s cracking isn’t a repair situation. It’s a replacement situation.
The overflow tube itself is damaged or too short. If the overflow tube has cracked or if a previous DIY repair installed one that’s too tall (yes, this happens), water will constantly spill into the bowl and no amount of float adjustment will fix it. You can replace overflow tubes, but it involves removing the flush valve, which is more involved than most homeowners want to attempt.
Scenario: I got called to a house in Charlotte where the homeowner had already replaced the flapper twice in six months and the toilet kept running. What he’d missed was that the previous owner had installed an aftermarket flush valve with an overflow tube that was a full inch too tall for the tank. Water was perpetually running over it. New Fluidmaster 555C flush valve kit, $22, solved it. But if he’d diagnosed this himself, it would’ve been hard to spot without knowing what to look for.
And honestly, if you’ve replaced the flapper and the fill valve and the toilet is still running, something less obvious is going on. Time to get a second set of eyes.
