A running toilet costs you roughly $70 to $200 extra per year on your water bill, depending on how bad the leak is. That’s not catastrophic, but it’s also not nothing, and the fix almost always takes under an hour and less than $20 in parts. Most articles about this bury you in generic “check the flapper” advice and then stop. Let’s actually solve it.

What’s Making the Noise (and the Water Loss)

There are exactly three things that cause a toilet to run continuously, and they map to three components inside the tank. You need to know which one you’re dealing with before you touch anything.

The flapper is the rubber seal at the bottom of the tank. When it wears out, warps, or gets mineral buildup on it, water slowly bleeds from the tank into the bowl. This is the most common culprit, probably 60% of running toilet calls I’ve seen over the years.

The fill valve (sometimes called a ballcock in older toilets) controls water entering the tank after each flush. If it’s faulty or misadjusted, the tank either overfills until water spills into the overflow tube, or the valve itself doesn’t shut off cleanly.

The float works with the fill valve to signal when to stop filling. On newer toilets it’s a cup float that rides up and down the fill valve shaft. On older ones it’s a ball float on the end of an arm. Either can get stuck or be set at the wrong height.

To figure out which one is failing: take the lid off the tank and flush. Watch what happens. If water keeps running into the bowl after the tank fills, it’s the flapper. If water is spilling into the tall plastic overflow tube, the float is set too high or the fill valve isn’t shutting off. If the fill valve chatters or hisses and never quite stops, it’s the valve itself.

A fast field test: put a few drops of food coloring in the tank (not the bowl). Wait 15 minutes without flushing. If color appears in the bowl, your flapper is leaking. Simple, and it’s saved me from opening up walls when homeowners initially thought their toilet had a bigger problem.

Fixing the Flapper: Start Here

Shut off the water supply valve (the oval knob behind and below the toilet on the left side). Flush to drain the tank. The flapper is clipped onto two pegs on either side of the overflow tube and has a chain connecting it to the flush handle arm.

Unhook the chain from the arm, slide the flapper off the pegs, and take it to the hardware store. This sounds fussy but it matters: flappers are not universal. Kohler, American Standard, Toto, and generic builder-grade toilets all have slightly different seat geometries. Fluidmaster’s 501B is a good generic replacement for most American Standard and generic toilets (around $5 to $8). Korky makes toilet-specific flappers that match better if you know your brand, and their 100BP is a decent universal option.

When you install the new flapper, make sure the chain has about half an inch of slack. Too tight and it’ll hold the flapper open; too loose and it’ll get sucked under the flapper during the flush. I see the “too much chain slack” mistake constantly on DIY replacements that still run after the fix.

Tank inspection showed original flapper from 2009, warped and coated with hard water calcium deposits. Replaced with Korky 100BP ($7), adjusted chain slack. The Float: Adjusting Water Level

If water is running into the overflow tube, the tank is overfilling. The fix is adjusting the float down so the fill valve shuts off at the right water level.

The correct water level is about an inch below the top of the overflow tube. Mark it with a pencil or just remember the measurement.

On newer toilets with a vertical fill valve (Fluidmaster 400A style is the most common), there’s a screw on the top of the valve or a clip on the float cup you pinch and slide down. Counterclockwise on the screw lowers the float. Turn the water back on, let the tank fill, and check. Adjust until it stops an inch below the overflow tube.

On old-school ball float systems, you bend the float arm downward slightly, or there’s an adjustment screw near the valve pivot. The goal is the same.

I’ll be honest: if you have a toilet from before 2000 with the ball float setup and it’s been giving you problems repeatedly, replacing the whole fill valve is worth the $12 to $15 it costs. Fluidmaster’s 400A is industry standard, installs in about 20 minutes, and you won’t mess with that toilet again for a decade.

Replacing the Fill Valve (When Adjusting Isn’t Enough)

This one sounds scarier than it is.

Shut off the supply valve. Flush and then sponge out any remaining water from the tank. Under the tank there’s a plastic nut where the supply line connects to the fill valve. Unscrew it by hand or with slip-joint pliers. The fill valve itself is held by a single large nut on the bottom of the tank. Remove that nut, pull the old valve out from above.

The Fluidmaster 400A comes with a shank that adjusts to fit tank depths from 9 to 14 inches. Drop it in, set the height so the critical water level mark on the valve shaft sits about an inch above the overflow tube, tighten the tank nut hand-tight plus a quarter turn (more than that and you’ll crack the tank, which is an expensive lesson), reconnect the supply line.

Then clip the small refill tube from the valve to the overflow tube. This is easy to overlook and it causes the bowl to not refill after flushing if you miss it.

Turn the water on slowly and watch for drips at the supply connection. Let the tank fill and confirm the water level. Done.

Scenario → Action → Result: A reader emailed me in April 2026 after replacing her flapper twice in six months with no improvement. Video she sent showed water continuously trickling through a hissing fill valve, not the flapper at all. She replaced the valve with a Fluidmaster 400A ($13 at Home Depot). Running stopped immediately. She estimated the toilet had been wasting water for over a year.

When to Call a Plumber Instead

Almost never, for a running toilet. Genuinely. This is one of those repairs where the part costs and skill level are so low that a plumber bill of $150 to $250 for the service call is mostly just labor on a problem you can solve in your lunch break.

The exceptions are real though. If the toilet rocks or the floor feels soft around the base, you might have a wax ring issue or subfloor damage from a slow leak, and that’s plumber plus possible contractor territory. If you find cracks in the porcelain tank (actual structural cracks, not surface glaze crazing), replace the toilet. Patching cracked porcelain is not a reliable fix.

If you turn the supply valve off and it won’t stop the water flow, the valve itself is failed and you’ll want a plumber to replace it, since that requires shutting off water at the main.

Current repair costs as of June 2026: a plumber charging for a fill valve or flapper replacement will typically run $100 to $175 for parts and labor in most mid-sized metro areas. You’re paying almost entirely for the trip charge.

The One Mistake That Wastes the Whole Fix

Over-tightening. Every single component in a toilet tank (the fill valve locknut, the flapper seat bolts if you disturb them, the supply line connection) is designed for plastic-on-plastic snugness, not wrench torque. I cracked a tank myself in my third year in the trade by forgetting this on a bathroom remodel. Hand-tight plus a quarter turn is the actual rule, not a suggestion.

The second mistake is buying the cheapest no-brand flapper at the dollar store. It’ll last eight months and you’ll be back under there. Spend the $7 on Fluidmaster or Korky and you’re done.
